Defendant files Petition for Reconsideration.

Applicant represented. So they obviously get a copy of the petition for reconsideration.

Is Defendant suppose to serve applicant the petition for reconsideration?

Technically yes, you are supposed to serve all parties of record. Guess what, that includes the Applicant - even on MOH, which I don't see done.
