DOES ANYONE UNDERSTAND OMFS TABLE? (California)

I am trying, for example, to understand what is the correct reimbursement rate for 99204 in my area, or any area will be a start. I am thinking there is a base rate(RSBS) multiplier by x units which I know it is around $190. But when I look in the table this is what I encounter:
