Death case and dependents (California)

Scenario:

1. Applicant on DOI and death had a work related injury in California has two biological kids under age 18.

2. Kid one lives with applicant in California whom he supported. So full dependent.

3. Kid two lives in a different country. Applicant did not live with or support this biological child. No court order to pay support in that country. So potential issue if the applicant was " legally liable at the time of injury for support / maintenance ".

Question:

How many total child dependents per labor code 3501(a)?

Two, all minor children are presumed to be dependents. Providing support or orders of support are immaterial.
