RFAs from secondary treaters (California)

Hey,
Quick refresher: Is it still "technically" required that all RFAs come through the PTP (for purposes of triggering UR)? I remember that being the case at some point, but I thought there was an amendment to the regs that secondary treaters could submit RFAs too (and that they would be required to go through UR).

Then again maybe I am just getting old and imagining things... :lol:

It is my understanding a secondary treater can make requests on RFA.

Looks like they did change some language at some point after 2013. Looks like It may have been tweaked a couple of times. Key section is 9792.6.1.
