Kaiser denying treatment for wc claims (California)

How is Kaiser allowed to deny treatment for patients who have either a denied work comp claim or denied treatment via UR and IMR, citing they do not treat any injuries with open work comp claims? It is my understanding private insurance companies will usually cover work related injures if the claim is denied or if treatment is being denied by the work comp carrier? It appears Kaiser is the only private insurance carrier doing this and is it legal?

I don't believe this is a uniform Kaiser practice. When have had many patients receive treatment at Kaiser for denied workers' compensation injuries. Greater success is had going through the patient's PCP versus the Kaiser Occupational Medicine Dept.
